Dr. Charles Yoe

Dr. Charles Yoe is a Professor of Economics at Notre Dame University of Maryland and coordinates its online MS in Risk Management Science. He is also an adjunct professor in Nutrition and Food Sciences at the University of Maryland, College Park. Dr. Yoe specializes in risk analysis and has developed and taught risk analysis courses for numerous U.S. federal agencies and international organizations, including FAO/WHO, ASEAN, and USDA, earning recognition such as the FDA Director’s Special Citation and USDA Secretary’s Honors Award. An accomplished author, he wrote Principles of Risk Analysis: Decision Making Under Uncertainty and co-authored the Handbook on Phytosanitary Risk Management. He has conducted extensive research, risk assessments, and peer reviews across food safety, natural disasters, and enterprise risk management. A trusted consultant, he has advised USDA, FDA, WHO, and private clients globally. Dr. Yoe remains a leader in applied risk management and education worldwide.

Dr. William K. Hallman

Dr. William K. Hallman is a Distinguished Professor of Human Ecology at Rutgers University and an expert in public perceptions of risk and risk communication. An experimental psychologist, his 35-year career spans food safety, food insecurity, infectious diseases, air quality, and emerging technologies like gene editing and cell-cultured foods. His work focuses on helping the public understand and respond to health and environmental risks. Dr. Hallman is an elected Fellow of the AAAS and the Society for Risk Analysis and a Distinguished Research Fellow at the Annenberg Public Policy Center. He has served on the National Academies’ Climate Crossroads Advisory Committee and has held leadership roles, including Director of the Rutgers Food Policy Institute and Chair of the FDA’s Risk Communication Advisory Committee. With over 250 publications, he has contributed to key works on science communication and risk, including handbooks published by NASEM, Oxford University Press, and FAO/WHO.
